Is there software available that will allow recording from a phone line to a computer?

I know that the sound from a phone can pass through the modem. You can hear it when you use the internal fax and dial out. I hear the dial tone and voice prompts through the computer speaker. Alot of the music I like isn’t available to download in ringtones so I usually record music from my computer to my cell phone as a ringtone but it sounds terrible. Is there anyway to make it sound clearer?
